Words on our Founder
Michael Smith II is the Founder & Principal Consultant of MSII Contracts & Procurement LLC. He brings more than 14 years of federal contracts and procurement experience across military contracting, civilian agency support, and contractor-side contracts and procurement leadership.
Michael began his contracting career in the United States Air Force, where he served in Air Force contracting and gained hands-on experience with federal acquisition systems, contract administration, construction contracting, invoice review, market research, CPARS, SAM.gov, FPDS-NG, PD2, and Wide Area Workflow. His military background helped shape the discipline, accountability, and mission-focused approach that now guides MSII.
After his Air Force service, Michael continued building experience across federal contracting environments, including support for NOAA, the Department of Veterans Affairs, the National Park Service, and contractor-side operations. His work has included construction and professional services acquisitions, negotiations, source selections, contract modifications, price and cost analysis, subcontract administration, GSA contract support, teaming agreements, joint ventures, IDIQs, MACCs, SATOCs, NDAs, and FAR/DFARS compliance.
That combination of government-side, agency-support, and contractor-side experience allows MSII to approach problems with a practical understanding of what contracting officers need, what contractors face, and how to communicate effectively between both sides.

MSII is a veteran-owned business founded by an Air Force contracting veteran. Michael’s military service instilled a direct, mission-focused approach to problem solving: understand the requirement, document the facts, communicate clearly, protect the mission, and act with integrity.
